Robert Fugate has put together a downloadable list of biblical qualifications for civil rulers. A more thorough version of the post Biblical Qualifications for Civil Rulers, the list includes the text of the verses, an introduction, and a penetrating closing application.
This is an excellent resource to print out and distribute to Christians, to help them be biblically informed in their voting decisions.
